El ISBP fue fundado el 16 de febrero de 1998 en la ciudad de San Nicolás de los Arroyos, Provincia de Buenos Aires. En sus inicios (1988) funcionó como academia de computación, luego a partir de establecerse como instituto terciario no universitario (1998) comienza a dictar postítulos docentes en informática, luego las tecnicaturas superiores, actualmente la comunidad educativa del Instituto Blaise Pascal consta de 18 docentes, pertenecientes a las carreras de Enfermería e Instrumentación quirúrgica, y 200 alumnos entre ambas carreras. Es una institución privada sin subvención estatal.
